First-time, income-eligible homebuyers whose gross annual income does not exceed 80% of HUD area median income, who are credit-ready, can contribute 1–10% of the purchase price from their own funds, and purchase an eligible primary-residence property outside Johnson County and the city limits of Topeka, Lawrence, Wichita, or Kansas City.

KHRC’s First Time Homebuyer (FTHB) Program is a HOME Investment Partnerships Program initiative that provides a 0% interest, forgivable soft second mortgage of up to $40,000, generally equal to 15–20% of the sales price, to help cover down payment, closing costs, and other closing-related expenses. Eligible buyers must be first-time homebuyers (or meet HUD’s expanded definitions for displaced homemakers, single parents, or certain manufactured-home owners), have gross household income at or below 80% of area median income, and purchase an eligible primary-residence property that meets HUD property standards and price limits. The home must not be located in Johnson County or within the city limits of Topeka, Lawrence, Wichita, or Kansas City, which administer their own HOME funds. Participants must invest at least 1% (and no more than 10%) of the home price from their own funds, maintain homeowners insurance, and complete the full underwriting and inspection process. The soft second is structured so that half is forgiven over 5–10 years (depending on total subsidy amount) and the remaining half is forgiven after 10 years, provided the buyer continues to occupy the home and complies with program rules.
