Eligible first-time buyers purchase newly constructed single-family homes built by approved nonprofit and for-profit partners such as Habitat for Humanity and other community housing organizations. The city provides a zero-interest, deferred-payment assistance loan covering up to 20% of the home’s purchase price, plus up to $2,000 in closing costs, with the exact amount calibrated to keep the buyer’s principal, interest, taxes, and insurance (PITI) within roughly 25–31% of household income. Applicants must meet HUD income limits (generally at or below 80% of AMI), qualify for a 30-year fixed-rate first mortgage, complete HUD-certified homebuyer education, and purchase within designated redevelopment and revitalization areas.
