Full Description

The City of Boise Homeownership Opportunity Program is a locally funded mortgage assistance initiative that helps moderate income households purchase homes within Boise city limits. Using entitlement grant funds from the US Department of Housing and Urban Development, the program provides a subordinate mortgage that can be applied to the buyer’s down payment, closing costs, and direct financial assistance to shrink the size of the primary first mortgage. Under current policy, qualified buyers can receive up to roughly forty five thousand dollars in assistance, structured as a deferred, subordinate loan that is secured by a promissory note and deed of trust and typically repaid upon sale or transfer of the home according to the city’s recapture policy. Eligible households must have gross incomes between fifty and eighty percent of the Area Median Income and must complete prerequisite housing counseling and loan preparation with one of the city’s designated partners, NeighborWorks Boise or LEAP Housing. All properties must be within Boise city limits and meet program underwriting standards, including sustainable debt to income ratios. By layering this local assistance with a primary mortgage from a participating lender, the program reduces upfront cash needs and monthly housing costs for first time and repeat buyers who otherwise might be priced out of Boise’s housing market.
